Obstacles constructed prior to December 1, 2008 and for which the use of approved frangible technology is appropriate shall be retrofit using thisTechnology prior to December 1, 2009. All open oxers at the Training level and above must be constructed using Approved Frangible technology. Information on the appropriate applications of Frangible Technology in cross-country fence construction is available in the USEA Cross-Country Obstacle Design Guidelines. Frangible Technology may be installed only by or under the supervision of Course Designers/course builders who have attended a USEA Seminar on Frangible fence construction." Last month we reported on the Rolex, how as spectators stood there thrilling to the sound and sight of pounding hooves, the vision of horses soaring over rough logs and timbers, the sunlight splashing across the surfaces of unusual and picturesque fences, a tragedy was about to occur. A black body that came tumbling through the air, crashing down, struggling to his feet, only to show that his own feet would no longer be capable of doing their job of keeping him upright. One more horse dead. The associations have been quick to respond this time. One wonders why it took one more tragedy and more horses dead for them to respond. But there is no doubt that it is a good thing that they have been so quick to respond to the public outcry. Perhaps an outcry that could have been avoided if they had responded a little sooner.
